BLE Nano does not power on unless pulsing the CLK pin

I have 2 BLE Nanos that I ordered at different times. I think they are the same revision, however one board will not power on unless I pulse (disconnect, reconnect) the CLK pin. The other board has no problem, powers on with the battery connection. My setup has the USB programming board hooked up to the BLE nano always for ease for upgrading the code while running real world tests from a project box and batteries (not able to connect to PC).
